I am proud to release our fourth major report. In “Full Human Beings,” Emmett Sanders argues that all US states should allow incarcerated people to vote, something that only Maine and Vermont currently permit.
Contained in the appendix of the report are three kinds of model legislation — a constitutional amendment, a statute, and an executive order — along with a table showing which models are appropriate for which states. The model legislation was prepared by Esha P.K. and Natalie Holme Elsberg from the organization LEAP, which produces draft legislation for progressive policy goals.
